Converting VA Payor Plans with new service codes

VA Payor. Plan for each region

Converting active payor plans to the new setup. Changing the effective dates. All visits for the new service codes are showing as 'No-pay' CEAT updated plans which re-sent visits for the new service codes

Aquila will update the functionality to recongize if the pay period is open or closed. Right now just pulling back and re-sending as no-pay
