POC EVV Mobile App: Add PS Verbal Signature or Fingerprint Option

For clients who are unable to sign the mobile app, implement a verbal signature or fingerprint option. Suggested by AZ.

Idea Background

Instead of submitting refusal reasons, which could be problematic during audits, give the client the option to verbally sign-off on the visit or use their fingerprint as a digital signature.
