DCS no option for service codes

DCS not being able to pick their service codes on APP or Telephony

Idea Background

Codes constantly wouldn't need to be changed when an incorrect one is used. DCS wouldn't have to guess. Visits would automatically link for processing. DCS and CSMs.

    The POC workgroup reviewed and agreed that the functionality as implemented is correct
