Remove some options for PS signatures in drop down menu

I don't think the DCS should be able to have the option of selecting "Patient responsible party not present"

Idea Background

The patient or responsible party should always be signing so it would be helpful if this option was removed from the app.

Idea Benefit

This would help remind caregivers that they have to have the patient or responsible party sign and not be able to select that they weren't present.
