Create the ability to place a service on hold vs. a client.

Would like the ability to place a service on hold vs. a client. Example: client get's NSK & SKL - case manager places skill on hold - no way to enter an exception for just the skilled - must do by client which affects all services

Also, also needed for refused services

Need to understand how prevalent this is and if it's affecting all offices so we can evalaute from a process perspective
