Editing punches

Is there an option to prevent chronic employees who refuse to edit punches when there is no need. For example the employee is scheduled at 11 am and clocks in at 11:02 -the employee then goes in and edits the 11:02 to 11:00 making the punch not complainant.

This would help the CSM stop unnecessary changes from employees who refuse to listen and will help keep the non-compliance to a minimum.
