POC Mobile App: Access Time Card Signatures screen in offline mode

When caregivers don't have access to cell service or wifi they can clock in and out and report unscheduled visits, but caregivers don't have the ability to capture missing signatures for a previous visit. This means that if they need to capture a missing signature, they have to use a paper timesheet to do so.

Idea Background

This would allow caregivers that don't have access to wifi or cell service to recapture signatures, especially if they get timed out of the app, or if there's a service disruption.

Idea Benefit

Would prevent the need to bring paper timesheets because users could get electronic signatures.
