Reporting of Under-scheduled Hours by Scheduling Plan

We need the Over Authorized Units Report to be updated to also report Under Authorized Units. Visits turn orange to alert the branch that a Scheduling Plan is being overserved but we need a way to monitor clients whose schedules are less than recommended.

Idea Background

Scheduling plans are a remarkable way for branches to ensure we don't overserve clients whose payer uses total auth period units rather than weekly or monthly limits. However, we also need to be able to utilize this tool to ensure we are not under-serving the auths. We don't want to lose revenue by overserving an auth but we also don't want to "leave money on the table" by not serving all authorized hours.

When branches have an easy way to manage the utilization of Scheduling Plans, they are better equipped to meet their hours budget by serving all authorized hours without going over.
