Communication Dashboard: Display AMS Alerts in Local Timezone

When alerts appear in the communication dashboard, the received date and time are shown in Eastern Time instead of the office’s local time zone. Since the visit details display in local time, this causes confusion and makes it harder to quickly respond to issues. Showing all alert times in the office’s local time zone would be especially helpful for offices outside of Eastern Time. Requested by the San Leandro, CA office.

States that aren't in Eastern timezone are seeing alert information in their local timezone (ex. visit date and time), but the received date in Communication Dashboard reflects Eastern timezone only.
