BPCRM Referrals: Move uploaded documents over after conversion

Allow offices to send uploaded documents from the referral record to client documentation screen. Requested by David Darnell during BPCRM Referrals Pilot.

Idea Background Allow offices to access Referral uploads from other screens in POC Lite after admission. The Client Documentation screen compiles electronic documentation by client so it would be helpful to have as a centralized location to view any documents associated with the client.
