Migrate Forwarding of Alerts to POC Lite in the Communication Dashboard

Migrate the functionality that allows users to setup forwarding rules for AMS Alerts.

Improve the Functionality to allow the users to setup forwarding rules for specific alerts rather than being forced to forward all alerts.
