Need to update the copy auth/move auth functionality so that it doesn't just copy over the visits, but also triggers the visits to extend to the 60 days based on the new template date

When the auth is copied or an existing service with completed or scheduled visits is ended early, the POC system copies the existing templates/visits over to the new auth service. The process only copies the visits that were already created to the new template; it doesn't create a new template and then create the visits for 60 days. Instead the auto extend process that runs on the weekend would add any additional visits needed to extend that new template's visits out to 60 days. The issue is that these changes are being made during payroll and with retro dates, so the offices are looking for the visits immediately instead of being able to wait for the auto extend process.
