Branch-Wide Visibility for Open Shift Alerts

Give all branch admin staff visibility to every open shift request for the branch—not just their assigned clients. This includes:

Ability to subscribe to all clients under the branch.

Receive alerts for all open shifts, regardless of client assignment.

Right now, alerts for open shifts are tied to individual client assignments. This means branch admin staff only see alerts for their own clients. When shifts go unfilled, it impacts service quality and creates last-minute scrambling.
