Template Pay Rate Report - Missing Rate 1

When I run a template Pay Rate report to make sure that all payrates templates are correct, I have no ability to see payrate 1 templates. Which means I cannot correct any rate 1 templates that should be rate 2 or rate 3 by running this report for visibility. It used to show all payrates, and a few months ago is stopped.
