BPCRM Referrals: Default list to active referrals

When users select Search from the Referrals screen, the default results should display only active referrals (such as Pending, Open, and other active statuses) rather than referrals in all statuses. Requested by Shae Eaton during BPCRM Referrals pilot.

Idea Background

This change would provide offices with an immediate view of current referral activity, making it easier to manage and prioritize active work. Users can still review referrals in other statuses by adjusting the available search filters as needed.

Offices wouldn't have to filter out referrals that are closed or deleted when reviewing their list.
